Enshrining Climate Change in legislation

Many barbs have been aimed at the Green Party over the last 3 years, particularly in relation to not delivering on our policy agenda.

That criticism will obviously continue, but the evidence that substantiates it is becoming ever weaker.

On December 11th, John Gormley delivered his 3rd Carbon Budget, which commits this State to an 80% reduction in CO2 emissions over 1990 levels by the year 2050. The framework to achieve this ambitious target will be enshrined in the Framework for Climate Change Bill, which will place Ireland’s targets and programmes in relation to Climate Change on a statutory footing.

This Bill will establishing the overarching framework under which the State will deal with the challenges of Climate Change as they arise over coming decades. It will regulate the use of levies to reduce emissions, the setting of emissions targets, the development of alternative energy sources, our participation in EU wide efforts to reduce emissions and the execution of adaptation measures such as flood defences.

In short, it will give the State the necessary powers and focus to deal with the consequences of Climate Change, both for our own island nation and the wider world.

Of course, the usual criticisms will be directed at these measures, namely that we are a small nation whose efforts can have no meaningful impact on the global problem of Climate Change.

This is a dangerous and irresponsible argument.

As the tortuous negotiations in Copenhagen have shown, dealing with Climate Change is a political problem rather than a technical one, and there can be no solution unless everyone is part of the solution.

If small counties like Ireland can be shown to lead the way, the pressure mounts on our larger neighbours, whereas if smaller countries don’t play their part, these neighbours are afforded the political excuses they require.

Furthermore, we cannot simply hide behind our national identity to disclaim our moral responsibilities. The 4 million people who live on this island produce as much CO2 as 20 million Chinese people, and 100 million people living in the developing world.

If we has Irish people, and Europeans, cannot be seen to compromise for the sake of future generations, what hope have we of convincing others to do the same?

Scientific Journal ‘Nature’ rubbishes ‘Climategate’

Arguably the world’s most respected scientific journal, Naure, has rubbished the claims that the emails stolen from the CRU Unit at East Anglia University demonstrate some sort of conspiracy on the part of Climate Change scientists.

That case is supported by multiple, robust lines of evidence, including several that are completely independent of the climate reconstructions debated in the e-mails.”

Climate Change Challenge

A gentleman called Neil Foster who lives in the constituency has contacted me re. the recent hacking of email files from the Climate Research Unit at East Anglia University.

Neil claims the following in relation to the information in these emails:

“…the IPCC is now an obsolete organisation following the revelations, sadly not reported in this country for some reason, that they have been manipulating data in a fraudulent attempt to prove the case for AGW (AGW means Anthropogenic Global Warming, or in simple terms, Global Warming caused by Humans as opposed to Natural Global Warming - Garreth).

This is basically a case of criminal fraud and governments around the world who do not press for a full investigation of this would, in my opinion, be complicit in the crime.
I have sent you a great deal of info on this matter
(Note: Neil has never contacted me before - Garreth) which you have chosen, understandably, to ignore due to your whole ideology being based on these lies.

It’s about time you stood up and admitted you have been conned. Do the right thing and bring some honour back into the political system instead of burying your heads in the sand and clinging to discredited IPCC reports as evidence of AGW. To do so shows a level of delusion or complete denial of the increasing evidence that this is the biggest hoax to be perpetrated on humanity.”

In response to this, I will issue the following challenge to Neil, or indeed anyone who happens to come across this post.

If Neil, or anyone, can send me any information or data from the emails that were stolen from the East Anglia CRU that disproves any specific scientific finding referred to in the most recent IPCC report (which establishes a probability of 90% that Global Warming is caused by human activity 4th IPCC Report 2007) , I will donate €500 to a charity of Neil’s choice.

And just not to waste anyone’s time:

The IPCC (Intergovernmental Panel on Climate Change) does not prepare scientific data in relation to Climate Change. It is a UN body that reviews available scientific data in order to provide meaningful information to policy makers. From the IPCC website:

The IPCC “…reviews and assesses the most recent scientific, technical and socio-economic information produced worldwide relevant to the understanding of climate change. It does not conduct any research nor does it monitor climate related data or parameters.”

“The work of the organization is therefore policy-relevant and yet policy-neutral, never policy-prescriptive.”

Revised Programme for Government

The detail of the revised Programme for Government is available from www.greenparty.ie

The document is a mixture of firm commitments (eg. employing 500 extra teachers over the next 3 years, spending twice as much on public transport as roads over the remaining life time of the Government) and medium term aspirations (eg. protecting the most basic social welfare payments) and represents a clear shift in the tone of Government.

Clearly, implementation will be a challenge, and its probable that not all of the document will be implemented, but progress is always slow and painstaking, and most be pursued vigorously at every opportunity.

I’m confident that our current leverage in Government will enable us to push the agenda laid out in this document across every Government department, and that we will be left with a fairer, more prosperous and more sustainable country as a result.

Local Election aftermath

We had a bad day at the office on June 5th.

Neither Johnny nor I were in the running for a seat, and our vote in both electoral areas was down from the General Election in 2007.

We knew it was going to be a difficult election, but we did a lot of canvassing, and spent quite a bit of money on posters and advertising, so we were hoping to do a bit bit better than we did.

In the end of the day, however, we weren’t on a level playing field. I can’t remember an election in which the opposition had such wind in their sails, and given the public mood, it would have been a miracle had we made a break though.

We won’t give up, however. All the same issues and challenges that existed on June 4th remain today. The breakthrough we seek may take years to come, or may never come, but if it does, we have to be ready.

New Planning Bill published

No matter how many seats we win our lose on Friday, it was worth going into Government for this alone.

Planning and Development (Amendment) Bill, 2009

Published in full today, this Bill will put an end to developer led planning in Ireland. In arriving at this point, we’ve done enormous damage to our cities, towns and countryside, but at least we can stand up and say that the Green Party stopped the rot.
